UGC Guidelines

The University Grants Commission (UGC) implements vocational courses and skill development in higher education based on Chapter 16 (Reimagining Vocational Education) of the National Education Policy (NEP) 2020, specifically referencing Paragraphs 16.4, 16.5, and 16.6.

Key NEP 2020 Paragraph Highlights on Vocational Courses

Para 16.4

Focuses on eliminating the social status hierarchy associated with vocational education by integrating vocational education programmes into mainstream education in all educational institutions in a phased manner. It also emphasizes early vocational exposure, the dignity of labour, and the importance of various vocations, including Indian arts and artisanship.

Para 16.5

Sets the target that by 2025, at least 50% of learners across the school and higher education system should have exposure to vocational education. Vocational education is to be integrated into secondary schools in a phased manner, with collaboration involving ITIs, polytechnics, local industries, and other partners. Vocational courses are also to be made available to students enrolled in Bachelor's degree programmes, including 4-year multidisciplinary Bachelor's programmes.

Higher Education Institutions may also conduct short-term certificate courses in various skills, including soft skills. Traditional Indian vocational knowledge, known as Lok Vidya, is also to be made accessible through integration into vocational education courses.

Para 16.6

Provides for the integration of vocational education into all school and higher education institutions in a phased manner. Focus areas for vocational education are to be selected based on skills-gap analysis and mapping of local opportunities. The policy also provides for coordinated efforts to oversee the integration of vocational education in collaboration with relevant experts, ministries, and industry.
